::: NRO-NC Election Process

 


1 - Who is elected?
AfriNIC as a Regional registry has to select 3 representatives to the NRO Number Council as follows:

  • 1 member appointed by the board
  • 2 members elected by the community

According to the ASO MoU the representative should be selected in an Open 3 year period. The ICANN ASO-AC members will be composed of the NRO NC members (NRO Name Council).
The first representatives of the RIR must be elected for a staggered term of 1, 2, 3 years [Section 2.b].
For this process AfriNIC will follow the NRO NC member nomination scheme, meaning that only two persons will be elected with staggered terms of 2 and 3 years (for the first elected) and 3 years thereafter. The first representative appointed by the board will be appointed for one year term (first appointment) and then renewed for 3 years.


2 - Seats:
For the first election all the three seats open (1 appointed by the Board and two elected by the community). The first elected representative terms will be determined by the total number of votes collected by the two first nominees after the vote is cast. We will then have:

  • First:   3 years term (2005-2008)
  • Second:  2 years term (2005-2007)
  • Third: 1 year term (2005-2006) appointed by the board

After this first election, seats will open at the end of there respective term and an open election will be conducted by members during AfriNIC meeting. The election will be coordinated by a committee appointed by AfriNIC board.


3 - Who can be nominated?
Any individual residing within the AfriNIC service region may be nominated, with the exception of Regional Internet Registry staff members. Self-nominations are allowed. 4 - Election Committee:
We don't see the need to have a specific ECom for NRO-NC election as this election is opened to anybody and anybody can vote. But if requested or needed, this role can be fulfilled by the Board Election Committee appointed for a specific year election. .


5 - Who can vote:
Anybody (apart from staff) within the AfriNIC service region can vote for ASO EC representative. The election will be held during one of the Public Policy meeting Proxy: For ASO EC member there is no need for proxy.


6 - Time lines:
The election Process will be run with the following time lines:

Election day-60 days Announcement of Election committee members
-45 days Close of Nomination period
-45 days Review of nomination, contacting nominees for more details if needed
-40 days Official announcement of Candidates by the Election Committee President and opening of Public comment period
-7 days End of public comments
-7 days Review and update of Nominees list.

  First ASO EC meeting after the election: Elected candidates will take seats [applicable only for the first election]


7 - Nomination process
Nomination and Candidacy must be submitted to the nomination committee. The process of submission will be described by the election committee for each election. The content of the each nomination should contain at least the following information:

e-mail address:
Phone number:
Fax number:
Country:
Brief statement explaining the candidate's background and motivation (Not more than 500 words):
